I think that the pope may have a slightly different view than you about 'the incentives' so I believe that he is actually expecting people to follow the ones that he believes exist.

In this interpretation I am following Brett Deveraux's advice about 'people believing their own religion'

I want to call out this as starting to bring home at an emotional level, not just intellectual, the worry about AI:-

"but actually it is science fiction that pretends we can get all these other cool techs but not get sufficiently advanced AI, because *that lets them tell cool stories about people and imagine an optimistic future*. They don’t know how to do that otherwise, and *fail to notice that this is what they should be worried about*" [emphasis added]

It's been 115 years since "Ralph 124C 41+" and SF still has not come up with good outcomes from AI. Ouch.
