In a world where this is the case, why would it make sense to still allow access for all US citizens, as opposed restricting it altogether or at least to anyone who hasn't passed some form of vetting or clearance?

I'm having trouble imagining the scenario where export controls are the appropriate tool for this? It's nothing like GPU export controls where scale is a gating factor, here if model access is the threat it only takes one compromised individual
